HUL built a free missed-call radio station to reach 'media-dark' rural India

The solution

Bihar had 99.2 million people but almost no media reach: television got in front of only about 20% of the population, newspapers were rare, and daily power cuts of six to eight hours killed the TV set anyway. What villagers did have, 86% of them, was a mobile phone — with its own battery.

So Hindustan Unilever built its own radio station. Kan Khajura Tesan — roughly 'earworm station' — let anyone dial a number, hang up after one ring, and receive a call back with 15 minutes of Bollywood music, news and jokes, interspersed with ads for Lifebuoy, Dove, Wheel and Lipton. Because incoming calls are free, the listener paid nothing and needed no data plan.

The channel scaled fast: eight million people heard it in its first six months, it passed 12 million subscribers in under ten months with a million unique callers a month, and it reached over 43 million after rolling out to other states, at a reported acquisition cost of about four US cents a listener. In 2015 Warc's effectiveness ranking, the Warc 100, named it the world's number-one marketing campaign.

Why it worked

  • Inverted payment: the user pays nothing, so the channel scales without data plans or subscriptions.
  • It works through power cuts because the receiver is the phone's battery, not the grid.
  • A single profiling question before listening builds advertiser-grade first-party data, linked to the caller's number.
  • Advertiser-funded and brand-owned: content, channel and commerce sit under one roof.

What can be applied

In media-dark markets the scarce resource is distribution of attention, not message quality — own a channel users already hold, and ads become its funding.

Aftermath

KKT grew beyond its Bihar-Jharkhand pilot into other Indian states, reaching over 43 million listeners, and its media agency PHD Mumbai ranked second among the world's agencies in the Warc 100. HUL executives described it as a two-way connection between brands and consumers and the beginning of mobile as a marketing medium.
