Before 2012 only about half of eligible UK employees saved into a workplace pension, and years of tax incentives had not moved the number. The barrier was not purely price; it was procrastination and the effort of opting in.
The 2012 reform made enrolment automatic. Employers had to put eligible staff into a scheme and contribute, and workers could still choose to leave. This inverted the old opt-in default while preserving choice and the employer contribution.
Participation climbed: 55% in 2012 to 88% by 2021, with tens of millions saving. The change was achieved by reordering the default, not by education or compulsion, which is why it became the reference case for behavioural public policy.

- The employer contribution made the default attractive enough that few chose to leave

Eligible participation rose from 55% in 2012 to around 88% by 2021, adding roughly £33bn of real saving a year and lifting women, younger workers and low earners most. The design is cited as the largest real-world application of 'nudge' thinking. The UK later passed powers to lower the entry age and remove the lower earnings threshold so saving starts from the first pound. Critics note that the 8% minimum default is too low for an adequate retirement, and that a default solves participation far better than it solves adequacy.
