FCC let rural broadband providers bid how little subsidy they would accept.

The US government wanted to close the rural broadband gap but had no reliable way to price how much it would actually cost to serve the hardest reaches, so any administered subsidy risked being too high or going to the wrong firm.

The FCC's Connect America Fund Phase II reverse auction flipped the problem: it offered a fixed pool of support and asked providers to outbid each other for the right to build, with winning bids scored against the speed they promised.

Bidders competed the price down. The auction ended up assigning roughly $1.488 billion of a $1.98 billion budget to serve 713,176 rural locations, and much of the work went to companies outside the incumbent phone providers.
