The Aztec Empire needed political and military intelligence on regions it hadn't yet conquered — troop strength, political rivalries, terrain, potential allies — to plan expansion effectively, but sending an obvious soldier, envoy or scout into unconquered territory would immediately signal hostile intent, likely getting the scout killed, expelled, or denied any real access before gathering anything useful.
A cover story had to be something the target region already had every reason to expect and tolerate, rather than something invented for the occasion — outsiders traveling through with an unfamiliar purpose would draw exactly the scrutiny the mission needed to avoid.

The intelligence reached Tenochtitlan before any invasion was planned precisely because the cover never triggered the defensive response an obvious scout or envoy would have.

It also depends on the target having no separate reason to already distrust or restrict exactly that category of visitor — a region already suspicious of foreign traders, or one that requires vetting merchants through channels a genuine trader would pass but an imposter couldn't, closes the very gap the disguise depends on. And it requires patience, since building genuine fluency in a target region's language and customs before ever attempting the mission takes real time that a more urgent intelligence need might not allow.
