JioPhone: a refundable deposit made 4G phones 'free' and pulled 100 million Indians online

Jio priced its 4G feature phone at an effective ₹0 via a refundable ₹1,500 deposit, turning feature-phone users into data customers — 100 million units sold.

Reliance Jio

The solution

In July 2017 India had around 500 million feature-phone users who paid more for voice than smartphone owners and mostly used no data. At Reliance Industries' annual meeting, chairman Mukesh Ambani unveiled the JioPhone: a 4G feature phone at an 'effective price of zero' — a one-time security deposit of ₹1,500, refunded after three years — with free voice calls and data packs from ₹153 a month.

The framing did the work of a contract. Buyers saw a free phone and hesitated less, while the deposit plus recurring data spend locked them into Jio's ecosystem — 4G, content apps and payments — for three years. The handset became a storefront for data plans, which is where the money was; rival telcos' shares fell 2-3.3% on the announcement.

The device was built for first-time 4G users: a KaiOS feature phone with local-language chat, a voice assistant and pre-installed apps, manufactured in volume by Foxconn and Flextronics at a planned pace of five million units a week.

Why it worked

  • Refundable deposit removed price fear while quietly creating a three-year commitment.
  • Free voice plus ₹153 data packs made recurring data revenue the business model.
  • Bundled content gave first-time 4G users a reason to use data immediately.
  • Vertical integration let Jio underwrite hardware that rivals could not match.

What can be applied

Subsidize adoption with a refundable deposit, not a freebie: the deposit creates commitment, 'free' removes hesitation, and recurring data revenue pays for the device — no contract needed.

Aftermath

Pre-orders hit six million within days of bookings opening. JioPhone led India's feature-phone market by the end of 2017 and reached roughly 100 million units by early 2020 — about 26% of Jio's subscriber base — while each user consumed about 9 GB of data a month, above the national average. Its feature-phone share peaked at 47% in Q2 2018, then slid to 4% in Q3 2019 as cheap smartphones arrived; Diwali price cuts to ₹699 cleared inventory. In October 2021 Reliance and Google unveiled the JioPhone Next, a ₹6,499 Android phone for the same segment.
