The solution
Osh, the Kyrgyz Republic's second-largest city, depends on the Osh–Plotina water treatment plant, whose chlorine neutralization unit dated back to 1972. The aging unit was the plant's most safety-critical bottleneck: a failure would jeopardize treatment for the city's roughly 400,000 residents.
Rather than replace the plant, ADB financed a surgical upgrade of the chlorine unit, completed in September 2016 under the Emergency Assistance for Recovery and Reconstruction program. A further $0.5 million grant, approved in June 2020, raised the unit to a higher international standard and brought the completed investment into conformance with current performance standards.
The Independent Evaluation Department's validation of December 2023 rated the rehabilitation Successful, confirming the project achieved its envisaged outcome of improving the efficiency, sustainability and readiness of the water supply operation serving Osh.

ADB's December 2023 validation confirmed the Successful rating, and the model — small, high-impact grants that finish and modernize earlier investments — continued in the 52256-series facility for Kyrgyz water infrastructure, with the upgraded plant still serving Osh's population.
