Steam-powered hoists already existed for moving freight, but no one would ride one as a passenger elevator: every rope or chain eventually frays, and a snapped rope meant a fatal fall with no way to stop it. Publishing the technical spec of a new safety brake wouldn't fix that — buyers and the public had no way to verify a safety claim they couldn't see happen for themselves.
Otis had built a spring-loaded safety catch that clamped onto the guide rails the instant a hoisting rope lost tension, but a device is not the same as a belief. He needed an audience to witness the exact disaster they feared, watch it happen, and watch it fail to kill anyone — not read a specification sheet.
what everyone would do
The obvious way to sell a new safety mechanism is to publish and promote the engineering: patent documents, technical specifications, maybe an endorsement from an engineering society. That fails here because the fear wasn't a knowledge gap the buyer needed informed about — it was a vivid, specific, physical fear (the rope snaps, you fall) that no document can address, since nobody trusts a claim of safety against a danger they can vividly imagine but have never seen disproven.
what they saw
Otis saw that the thing stopping adoption wasn't ignorance of how the brake worked — it was that nobody had ever seen the exact disaster scenario happen and fail to kill someone. A spec sheet answers 'how does it work'; it can't answer 'what if it doesn't', which was the only question the audience actually had. The proof needed to be the failure itself, staged and survived, not a description of why the failure wouldn't occur.

At the 1854 New York Crystal Palace Exhibition, Otis rode his own elevator platform up in front of a crowd, then ordered an axeman to cut the only rope holding it aloft. The platform dropped inches and caught — the safety brake had engaged — and Otis, still standing on the platform, called down that everyone was safe.
why it works
By cutting the rope himself, in public, while standing on the platform, Otis converted an abstract engineering claim into a concrete, witnessed event that addressed the exact fear driving the market's refusal to buy — not a lesser version of the danger, but the literal worst-case scenario people were afraid of. Because the crowd watched the failure happen and watched it fail to cause harm, no inference or trust in Otis's word was required; the safety claim became something people had personally observed rather than something they were asked to believe. This is why the demonstration moved demand and the patent alone, filed years earlier, had not: risk perception responds to vivid, witnessed evidence far more than to technical assurance.
the payoff
Wikipedia states that demand for the safety elevator 'began to rise' after the demonstration; Otis installed the first passenger safety elevator in commercial service at the E. V. Haughwout Building in New York in 1857, three years later. Neither source read for this case gives a precise sales figure for the intervening years.
where it breaks
The demonstration only works if the device is genuinely reliable enough that staging the worst case in public doesn't risk a real disaster — a bet that fails catastrophically and publicly is far worse than never having made the claim at all. It also depends on the audience being able to see the failure and its resolution directly and unambiguously; risks that are invisible, probabilistic, or that only manifest after a long delay (a slow-building structural fatigue, a financial instrument that fails under conditions no single demonstration can replicate) can't be proven this way, because a single successful live trial says nothing about the tail risk that actually worries a skeptical buyer.
what came after
The Otis Elevator Company he founded became the elevator industry's dominant manufacturer, and the safety brake he demonstrated is the direct ancestor of the mechanism required in every passenger elevator built since. Without a way to make that safety claim believable in public, buildings taller than a walk-up stairwell would not have been commercially viable — the skyscraper as a building type depended on this demonstration succeeding.
