Elm Park tube station on London's District Line had a persistent problem with loitering, low-level crime and antisocial behaviour that standard responses — visible security presence, CCTV, signage — address only by adding cost and, often, by making the space feel more tense for everyone using it, not just the people causing the problem. The station needed a deterrent that operated continuously without requiring a guard physically present at all times.

In 2003, transport authorities began piping classical music into Elm Park station instead of adding security staff or cameras. The choice targeted a specific, well-documented social discomfort: loitering youth groups and low-level dealers, whose presence relied on the station functioning as an informal social space with music and cultural signaling they were comfortable in, found classical music genuinely unpleasant to linger around, while ordinary commuters were unaffected or found it pleasant.

Replaced enforcement with ambient classical music, which creates a social discomfort that loiterers cannot negotiate or wait out, while leaving commuters unaffected.

Classical music made the station's social atmosphere unpleasant for loitering youth, who left.

The deterrent was continuous and automatic, requiring no staff presence or negotiation.

Ordinary commuters found the music pleasant, so approval stayed high and usage was unaffected.

The approach was cheap to run, enabling adoption at 40+ stations after the trial.

To deter unwanted behavior in a shared space, use an ambient signal that subtly discomforts the target group while leaving others unaffected, avoiding costly enforcement.

Over an 18-month trial, Elm Park recorded a 33% decrease in robberies, a 25% decrease in assaults on staff, and a 37% decrease in vandalism, with public surveys later showing roughly 85% approval of the scheme among users; the approach was subsequently adopted at more than 40 additional London Underground stations.
