In October 1938, with Wuhan already fallen to Japanese forces and an invasion of the river port of Yichang expected within roughly 40 days, China's war effort faced a single chokepoint: virtually all the industrial machinery, munitions equipment and refugees fleeing the war zone had to pass through Yichang and up the Yangtze's Three Gorges to reach the wartime capital, Chongqing, and there was no other route out. Minsheng Shipping's own steamers, and every other vessel available, fell far short of the capacity needed — Chinese planners themselves estimated that clearing everything piled up at Yichang at normal shipping capacity would take about a year, not 40 days.

The rescued machinery went on to produce hundreds of thousands of grenades, mortar shells and bombs per month for the rest of the war, and by June 1940 the broader wartime relocation effort Lu's methods enabled had moved more than 1.5 million people and over a million tons of cargo upriver in total.
