Ukraine's Prozorro opened every public tender to one reverse-auction portal

Ukraine's open-source Prozorro portal runs public tenders as reverse auctions; by 2024 it handled over UAH 30 bn of purchases and saved about UAH 3 bn.

Ukraine rebuilt its public procurement after the 2013-2014 revolution, when an opaque paper-based tender process let officials steer contracts to favoured suppliers.

Volunteer developers, Transparency International Ukraine and the Ministry of Economic Development built Prozorro: a single open-source platform that runs every tender as a reverse auction and publishes full data on each one.

Because bids, prices and winners are public, suppliers can see what rivals bid and the public can audit any purchase; by 2016 the platform covered most state purchases.
