Korea's public procurement ran through personal visits and paperwork, creating discretion, collusion and kickbacks. The standard remedy was more inspectors and more audits.

In 2002 the Public Procurement Service launched KONEPS, a single national internet portal for the whole buying cycle. Tender notices, bids, contract awards and payments all happen online, and the information is published in real time.

The effect was structural rather than punitive: because 37,000 public bodies and hundreds of thousands of suppliers use the same transparent system, there is little room to hide a rigged deal. Civic groups helped shape the design to remove discretion over who wins.

KONEPS became the reference e-procurement system, and the World Bank and OECD held it up as a benchmark for transparency and efficiency.

KONEPS became the reference e-procurement system, handling tens of billions of dollars a year and cutting the time and cost of tenders; the World Bank and OECD used it as a benchmark. Civic groups helped shape the design to reduce bureaucratic discretion over tender winners. Later versions added mobile access, and a next-generation KONEPS brought in AI, big data and cloud. Similar systems elsewhere were built on the same single-portal, publish-everything logic.
