MPEG LA pooled hundreds of video patents into one license.
Nine patent owners and the DOJ's blessing created a one-stop license for MPEG-2, so the standard could be used without a patent war.

The MPEG-2 video compression standard was adopted worldwide, but complying with it required patents held by Columbia University and eight companies, a web of licenses that could have strangled the technology. In 1996 the owners formed MPEG LA to license the patents together.
On June 26, 1997 the U.S. Department of Justice approved the joint licensing proposal in a business review letter. The DOJ's letter describes how MPEG LA offers a package license under the licensors' patents essential to compliance with MPEG-2, with an independent expert as arbiter of essentiality and royalties distributed among the licensors.
The structure solved a coordination problem: manufacturers got one license instead of many, and the essentiality filter reassured regulators that the pool was clearing the patent thicket rather than cartelizing. Trade press of the day reported the pool controlled access to at least 800 MPEG-2 related US patents.
