Congress funded colleges with land, not cash
Congress funded colleges with land scrip, not cash, during the Civil War.

Mid-nineteenth-century America had almost no affordable colleges, and essentially none teaching the practical agriculture and mechanical arts a rapidly industrializing, still overwhelmingly agrarian country badly needed. Congress wanted a national system of such colleges, but 1862 was a bad year to ask for new federal spending: the country was in the middle of the Civil War, the treasury was stretched thin funding the war effort, and most state governments had no spare budget to fund new colleges either.
Direct annual appropriations, even if Congress had agreed to them, would have made every land-grant college's operating budget dependent on continued federal generosity year after year -- exactly the kind of recurring cash commitment the government was least able to make at that moment, war or no war.
The Morrill Act, signed by President Lincoln on 2 July 1862, funded the new college system not with cash but with public land -- an asset the federal government held in genuine abundance across its western territories, even while its treasury was empty. Each state received 30,000 acres of federal land for every senator and representative it had in Congress, distributed as transferable land scrip rather than physical parcels in every case, which states could sell to private buyers and invest the proceeds in securities yielding at least 5% annually.
