The FCC bought back TV spectrum and resold it in one two-sided auction.

Instead of selling spectrum outright, the FCC ran a reverse auction to buy TV channels back and a forward auction to resell them, clearing $19.8 billion.

US broadcasters had used little of their 600 MHz spectrum for decades while wireless demand exploded, but taking channels away would have triggered takings litigation and stalled the country's digital TV transition. Congress answered in the 2012 Spectrum Act by letting the FCC hold an 'incentive auction' that pays stations to give spectrum up voluntarily.

The design ran two linked auctions. In the reverse stage (Auction 1001) broadcasters bid the price at which they would surrender channels; in the forward stage (Auction 1002) wireless carriers bid for the licenses created from the cleared band, with the two stages forced to close together so the repacked TV plan and the mobile licenses were mutually consistent.

Bidding closed on March 30, 2017. The reverse auction paid $10.05 billion to 175 stations, the forward auction grossed $19.8 billion from 50 bidders for 2,776 of 2,912 licenses, and T-Mobile led at $8 billion, ahead of DISH at $6.2 billion and Comcast at $1.7 billion. More than $7.3 billion went to the U.S. Treasury after all obligations.

The FCC repacked more than a thousand stations into a narrower band with a $1.75 billion relocation fund, and the cleared 600 MHz spectrum became the foundation of early 5G deployments in the United States. Later studies praised the two-sided design but noted its complexity and long runtime, and the incentive-auction framework became the global reference point for voluntary spectrum refarming.
