By 2023, UPI carried about 80% of India's digital payment transactions — in June 2024 alone it processed nearly 14 billion payments worth 20.07 trillion rupees (~$240 billion) — but the system presupposed an Indian bank account. Foreign visitors landed into a country of QR stickers with cash and forex cards; small merchants running a single QR and no card terminal simply could not serve them.

NPCI's answer, piloted during India's 2023 G20 presidency, was UPI One World: rather than bending banking rules to admit foreigners, it issued them prepaid wallets. Authorized PPI issuers verify passport and visa, the traveler loads the wallet from an international card — later capped at 25,000 rupees per load and 50,000 a month — and scans the same QR codes locals use. Leftover balance is refunded to the source in line with foreign-exchange regulations. IDFC First Bank and Transcorp International built the pipeline under Reserve Bank of India guidance.

In July 2024 the wallet opened to inbound travellers from all nations, debited into service around the World Heritage Committee meeting in Delhi. By February 2026 it was serving visitors from over 40 countries at the India AI Impact Summit through Transcorp's CheqUPI app — passport, selfie, UPI PIN, and a payment identity that expires with the trip.

Make the tourist a wallet, not a bank customer

The rails were already everywhere; the missing piece was a customer object — a wallet — that a short-term visitor could legally hold.

Prepaid means bounded risk: loading caps and full KYC let the regulator open the system without weakening it.

Merchants changed nothing — the QR that serves locals accepts tourists — so the adoption cost on the supply side was zero.

Summits gave the project a deadline and a demo audience, forcing the design to ship working, not on paper.

When infrastructure serves only citizens, don't rewrite the rules — mint outsiders a bounded token. One capped, refundable wallet made every merchant QR foreign-accepting at zero merchant cost.

After the 2023 G20 pilot and the July 2024 all-nations rollout, UPI One World became a fixture around India's international events, including the World Heritage Committee meeting in 2024 and the India AI Impact Summit in 2026 with visitors from 40-plus countries. NPCI frames it as proof that India's digital public infrastructure can be extended to non-residents — a template for national payment rails that were designed to serve residents only.
