The solution
UPI became one of the world's fastest-growing payment rails by making transfers free and instant, but one barrier remained: to use it you needed your own bank account, smartphone and PIN. Households coped by sharing passwords or handing over cash — practices that are risky and lock out the elderly, homemakers, students and domestic staff who are financially dependent on someone else.
NPCI's answer, unveiled at the Global Fintech Fest in September 2024 and extended on the BHIM app in November 2025, was delegation. A primary user links up to five secondary users and grants partial delegation (each payment still needs the primary's approval) or full delegation, where the secondary initiates and completes payments directly from the primary's account within a monthly cap of ₹15,000 and a chosen validity of up to five years.
The design keeps control with the money's owner: the primary sets the limit, sees every transaction in real time, and can revoke or modify access at any moment. Secondary users need no account of their own, no app literacy and not even a smartphone — a simple interface is enough. NPCI framed the feature explicitly for citizens without bank accounts or digital payment experience, positioning it as financial inclusion rather than convenience.
For small businesses the same mechanism lets owners authorise staff to pay for fuel, tolls and supplies while staying accountable. UPI Circle formalises what families already did informally — transacting on someone's behalf — and gives it limits, visibility and an off switch.
What it achieved
One trusted account can serve a whole family
Why it worked
It solves a real exclusion: people without accounts or app fluency could only transact through someone else, unsafely
The primary keeps control — limit, validity, real-time alerts and instant revocation — so delegation does not mean losing the money
It reuses existing, trusted infrastructure (UPI, Aadhaar-based identity checks) instead of building a parallel system for the excluded
Covering up to five users per account multiplies UPI's reach without multiplying banking paperwork
It gives banks and apps a new growth segment — dependents — at near-zero marginal cost
What can be applied
When an entry bar excludes people, don't force everyone to qualify from zero — let an existing account holder vouch for and supervise newcomers, and the whole group crosses the divide together.
Aftermath
After the September 2024 launch, UPI Circle moved from flagship announcement to platform feature: in November 2025 NPCI BHIM Services rolled out Full Delegation on the BHIM app (version 4.0.10), bundled with split expenses, family mode, spend analytics and multilingual support, and other UPI apps followed. The feature extends the UPI playbook of turning obstacles into products — like UPI123Pay and Hello UPI for feature phones — targeting the last cash-dependent households. Industry coverage describes it as formalising what families already did informally, with oversight instead of shared PINs.
