NPCI's UPI123Pay gave feature-phone users UPI via missed calls and IVR
India's UPI ran only on smartphones; UPI123Pay added IVR, missed-call and sound modes so feature-phone users could pay without internet.

The solution
UPI became India's largest retail payment system, but as NPCI's chairman said at the launch, it 'had remained a smartphone platform until now'. Feature-phone users — the section of society RBI's governor said was 'so far excluded' from the digital payment landscape — could not use UPI even as the system boomed.
RBI proposed feature-phone UPI in December 2021 and launched UPI123Pay on 8 March 2022. It works through four channels: an IVR number, app functionality on feature phones, a missed-call approach, and proximity sound-based payments — a three-step flow that needs no internet connection.
The facility launched in 12 languages, and RBI later widened the limits, raising the per-transaction cap to ₹10,000 in October 2024. RBI framed the move as financial inclusion, and NPCI tied it to its ambition of a billion-plus UPI transactions a day.
Why it worked
- It reused the existing UPI and bank rails, so the network gained a new front end instead of a parallel system.
- Every mode used what a feature phone already had — a keypad and a call — removing the upgrade, data and app-store barriers.
- A central-bank launch gave the product instant trust and distribution across every Indian bank.
- Sound-based proximity let merchants accept UPI without a smartphone or scanner either.
What can be applied
When a platform needs hardware most users lack, build a thinner front end over the same rails — the excluded segment becomes the growth market.
Aftermath
UPI123Pay became a standing plank of RBI's digital-payments push: in October 2024 RBI raised the per-transaction limit to ₹10,000 and kept expanding languages and use cases. It ran alongside UPI Lite, the offline wallet for small payments, as RBI worked to bring every phone form factor into UPI.
