Swanage Railway cut volunteer workload 26.7% with crew-rostering optimization

A heritage railway applied OR to a volunteer workforce, cutting some employees' workload 26.7% and up to 4 hours of weekly overtime in emergencies.

The solution

Heritage railways depend on volunteers, but they are scheduled with the same rigid shift logic as paid railways, on a much smaller scale and with far higher turnover risk. Swanage Railway, a premier UK heritage line, had no evidence that math-based tools could help — this was among the first studies to test it.

The team co-developed optimization models for workforce allocation that explicitly integrate volunteers into the roster. The models balance work across staff while preserving the flexibility volunteers need.

The measured results: four hours of weekly overtime eliminated for some employees during emergencies; a 26.7% workload reduction for existing employees when volunteers were integrated efficiently; and a potential 35% cut in staffing costs if paid staff were on an hourly rather than fixed-salary system.

Why it worked

  • Volunteers are a flexible resource most heritage railways schedule as if they were fixed employees — the model treats them as a real workforce and redeploys them where shortages hit.
  • The overtime and workload metrics come straight from the organization's own data, so the case convinced an industry that had assumed OR was only for mainline railways.
  • The 35% staffing-cost scenario shows the same model pays for itself if the railway ever shifts its pay structure.

Aftermath

Published in the INFORMS Journal on Applied Analytics in 2025 as one of the first demonstrations of OR in heritage railway workforce planning. The models were built collaboratively with Swanage Railway and are positioned as transferable to other heritage railways and volunteer-reliant operations.
