the move
As European rail deregulation approached and high-speed networks multiplied, French national railway SNCF had to win passengers it once carried by monopoly. Its scheduling process became a key competitive weapon, but building a profitable timetable by hand across thousands of trains was beyond the planners' reach.
SNCF worked with SABRE Technology Solutions to build RailPlus, a strategic schedule-planning system, and RailCap, a tactical capacity-adjustment system. The heart of both is a set of advanced operations-research models that let analysts take a global approach to decision making, searching over schedules, rolling stock, and traffic instead of fixing a plan and counting the cost later.
The payoff was measured: the two systems together provided 110 million francs in incremental revenue per year and substantially reduced operating costs. They also became the foundation for the reorganization of SNCF's TGV business, and the project won the 1997 Franz Edelman Award.
