Email won as an open, nobody-owned protocol, not the costly mandated X.400 standard.

the move
Electronic mail first worked inside a single machine, then between hosts on ARPANET, where the 1971 network mail introduced the familiar 'user@host' address. These conventions were refined over a series of RFCs, so anyone could read and implement them.
By the late 1980s two heavyweight rivals threatened: a proprietary commercial mail service, and X.400, the OSI mail standard that governments were pushing through procurement as GOSIP. Both were complex, costly and controlled.
The internet's email was the opposite: SMTP (implemented on the ARPANET in 1983), POP3 and IMAP were simple, documented in open RFCs and already in use. Because SMTP is store-and-forward and no one owns it, any host could exchange mail with any other host.
The tipping point was access, not technology. Once restrictions on moving commercial traffic over the internet ended in 1995, the open suite outran the mandated systems and became the standard, a resolution of the protocol wars.

- Store-and-forward SMTP meant no central vendor controlled who could send
- It was already deployed, so switching cost favoured the existing system
- X.400 was complex, costly and only spread by procurement mandate
what transfers
Against a heavy, procured standard, the winning move is a lightweight one nobody owns: if it is already running, free and interoperable, the mandate can only slow it down, not stop it.
what came after
SMTP, POP3 and IMAP became the baseline for internet email. The same story repeated: the open-specifier approach let MIME later extend email to attachments, and open mail relays (accepting mail for anyone) were common early on but were later locked down because spam abused them.
