Nearly 40% of the French population lives in a 'mobility desert' — an area public transport barely reaches — and unemployed people there face a trap: most job openings require a car to reach them, but a car requires an income they don't have yet. Storyboard18 reports that more than half of unemployed people who received a job offer turned it down over exactly this transport gap.
The obvious fixes — subsidize public transit, run job-training programs — don't solve the chicken-and-egg problem directly: someone can be fully trained and motivated and still unable to physically reach the job. Renault's CareMakers solidarity program had quietly offered subsidized mobility access for over a decade, but almost nobody outside it knew the offer existed.
Renault's 'Cars to Work' program, run through CareMakers with France's national employment agency, gives job seekers in mobility deserts free use of a car during a new job's trial period — payment starts only once they pass probation, and the car can be handed back with no penalty if they don't.
Gave them a car for the trial period, deferring payment until after probation, so the car's access precedes the income it enables, breaking the circular trap.
Deferring payment removes the circular trap: car access no longer requires income that the job would provide.
Penalty-free return shifts risk from the job seeker to Renault, who can absorb it.
Directly addresses the access barrier, not training or motivation, so outcomes improve immediately.
When upfront cost blocks the very customers who'd earn the money later, defer payment until their success is confirmed.
94% of CareMakers beneficiaries said the vehicle helped them find or keep their job, and the share of beneficiaries on permanent contracts rose 2.5x after joining the program, according to Renault Group's own March 2024 release. Secondary press repeats figures of 1,500 new contracts in 2024 and an 8.8-million-person campaign reach, but neither number appears in the primary release or in any other source read for this case, so they are not stated here as confirmed.
