By 1943 German night-fighter defenses, built around the radar-guided Kammhuber Line, had made RAF bombing raids over Germany increasingly costly — no amount of evasive flying or aircraft redesign changed the fact that a radar set could detect and track a metal aircraft reliably at range. British researcher Joan Curran had already worked out, years earlier, that cutting aluminum strips to roughly half the wavelength of German radar and releasing them in bulk from an aircraft would flood radar screens with reflective false echoes indistinguishable from real bombers.

The countermeasure sat unused for years for a reason that had nothing to do with whether it worked: British leadership knew Germany had independently discovered the same principle, and using it first meant handing the Luftwaffe a tool that could just as easily blind Britain's own radar-based air defense during a German raid — a standoff where neither side wanted to be the one to open a door neither could then close.

why it works

Radar works by reflecting radio waves off metal and reading the echoes, and aluminum strips cut to roughly half the radar's wavelength reflect just as strongly as an actual bomber, producing an indistinguishable false return. Releasing thousands of these strips a minute filled German radar screens with far more false echoes than real aircraft, so operators could no longer pick the genuine bomber stream out of the noise — a countermeasure that didn't need to defeat the radar's underlying sensitivity, only its ability to discriminate signal from noise, which is why it worked regardless of how advanced the detection technology itself was. With radar-guided night fighters and guns firing into empty sky, the Luftwaffe was forced to abandon its precision-dependent Kammhuber Line for looser tactics entirely.

On the raid's first night German radar-guided night fighters and anti-aircraft guns were left firing into empty sky, and RAF losses fell to roughly 12 aircraft against a typical toll closer to 50 for a raid of that scale; across the full Hamburg campaign the Luftwaffe was forced to abandon its rigid Kammhuber Line system entirely in favor of looser, less radar-dependent fighter tactics.

where it breaks

The tactic only works if the flood of false signals is cheap enough to deploy at the volume needed to genuinely overwhelm the detector, and close enough to real signal that the system can't easily filter it back out — as detection technology develops better discrimination methods, a once-effective flood can lose its edge over time. It also depends on the same tactic not being just as usable against you, which is exactly why Britain held it back for years: both sides had independently discovered the same countermeasure, and using it first meant handing the enemy the same tool against your own radar defenses, so deployment only made sense once the offensive gain finally outweighed that defensive risk.

Window/chaff became a standing tool of electronic warfare still used in some form by modern militaries against radar-guided threats, and the episode is a textbook case in the history of technology for how a known, working countermeasure can sit unused for years under a mutual-deterrence logic until one side calculates the trade is finally worth it.
