By 2000, the standard sanitation intervention in rural Bangladesh — government and NGO programs paying to build individual household latrines — had been running for decades and had produced huge numbers of installed toilets alongside continued mass open defecation.
On 16 February 2000, consultant Kamal Kar, working with WaterAid Bangladesh and the local NGO Village Education Resource Centre (VERC), arrived in Mosmoil village, Rajshahi district — one more site slated for the same subsidized-latrine rollout. Kar persuaded VERC to cancel the hardware subsidy entirely before it started and try something that had no budget line at all.
Kar had villagers map their defecation spots, walk through them, and trace feces into shared water and food, making the problem a witnessed fact only they could fix.
The transect walk and feces-tracing exercise convert an abstract, deniable problem ('we should have better sanitation') into a specific, undeniable, collectively witnessed one ('that pile is fifty met

Villagers in Mosmoil, confronted with the visible, calculated fact that they were consuming their own waste, began building and paying for their own latrines within days, without any external subsidy — and organized socially to make it a community-wide, not household-by-household, outcome. VERC and WaterAid replicated the same subsidy-free triggering process across Bangladesh; the approach, formalized as Community-Led Total Sanitation (CLTS), had spread to over 60 countries within roughly a decade. 9% in matched control communities that received no intervention at all.
