India Post Payments Bank made 155,000 post offices and postmen a bank
Instead of building branches, IPPB turned India Post's existing network — post offices, postmen, biometric devices — into doorstep banking for the unbanked.

The solution
In 2018 India had about 1.40 lakh bank branches, leaving vast rural stretches unbanked. The government created India Post Payments Bank and launched it on 1 September 2018 with 650 branches and 3,250 access points, promising to link all 1.55 lakh post offices by 31 December 2018.
The trick was not to build branches. Post offices became banking access points, and 300,000-plus postmen and gramin dak sewaks became doorstep bankers carrying smartphones and biometric devices; e-KYC enabled paperless account opening for people without documents, and services ran across counter, micro-ATM, mobile, SMS and IVR channels.
The maths of the network did the work: officials said linking post offices would more than double bank branches from 1.40 lakh to 2.90 lakh and rural branches from 49,000 to 1.75 lakh. By 2024 IPPB reported 135,000 rural post offices in its network, 13 regional languages, over 3 lakh micro-ATMs and biometric devices, and a roughly 2.5x expansion of rural banking infrastructure.
Why it worked
- No branch-building capex: the real estate, routes and trust already existed.
- The postman is a familiar, trusted figure, so assisted doorstep banking lowers the digital-literacy barrier.
- Biometric Aadhaar authentication and e-KYC let the document-poor open accounts.
- Postal savings customers gained a full banking bouquet without switching providers.
What can be applied
When last-mile infrastructure already exists under another brand, rent it and retrain the staff instead of duplicating it — the network is the moat.
Aftermath
IPPB kept widening the model: AePS (Aadhaar-enabled payments), virtual debit cards, insurance and digital life certificates, WhatsApp banking from March 2023, and an international remittance partnership with Ria Money Transfer from June 2024. It also ran Fincluvation, a fintech-collaboration platform, and reported training of over one crore man-hours for postal staff.
