Delhi airport went private to whoever shared the most revenue with the state
India auctioned Delhi airport's modernisation to the highest revenue share; GMR matched 45.99%, then built a world-class terminal.

The solution
By the mid-2000s Delhi airport needed large-scale modernisation. In January 2006 India's empowered group of ministers awarded the Delhi and Mumbai airport contracts to private consortia, ranking bids by the share of gross revenue they would hand to the Airports Authority of India.
GMR-Fraport finished second in the financial evaluation for Delhi but had the right to match the highest bidder: it matched Reliance-ASA's offer of 45.99% revenue share (up from its original 43.6%) and won Delhi, committing about Rs 5,400 crore of investment. GVK won Mumbai with a 38% share.
The revenue-share auction turned the state into a shareholder of future airport growth: AAI's revenue was estimated at Rs 180 crore from Delhi and Rs 140 crore from Mumbai on then-current revenues, before any traffic growth.
Why it worked
- Revenue share let the state capture upside, not just a fixed fee.
- Matching rights forced the runner-up to bid honestly.
- Private operators carried construction and operating risk.
- Competition between five-six consortia revealed the true value.
What can be applied
For a monopoly asset with uncertain upside, auction the percentage of future revenue rather than a fixed price — the state shares the growth, the operator keeps the incentive.
Aftermath
DIAL (GMR-led) operates Delhi airport under a concession to 2036, paying 45.99% of annual revenue as concession fees to AAI. After COVID disrupted traffic, an arbitration tribunal in 2024 ordered AAI to refund Rs 500 crore and waive Rs 1,800 crore of dues, extending the concession by 1 year and 11 months.
