India sold 5G spectrum on 20-year instalments — and raised ₹1.5 lakh crore
After reforms scrapped the upfront payment, India's first 5G auction took 20-year instalments and sold 71% of airwaves for ₹1.5 lakh crore.

the move
India's telecom operators entered 2021 loaded with debt after a brutal price war and could not pay large spectrum fees upfront. The September 2021 Telecom Sector Reforms removed the mandatory upfront payment for future spectrum and allowed payment in 20 equal annual instalments, paid in advance each year.
The design met the 2022 5G auction. India offered 72,098 MHz of airwaves — its largest spectrum sale ever — and bidders bought 51,236 MHz, or 71 percent, for ₹1,50,173 crore. Reliance Jio spent ₹88,078 crore, Bharti Airtel ₹43,048 crore, Vodafone Idea ₹18,799 crore and Adani Data Networks ₹212 crore.
The instalment design kept cash flow viable: total annual instalments came to ₹13,365 crore at an interest rate of 7.2 percent, with bidders free to pay more upfront. The government said 5G services would start by September or October 2022.
