Europe picked one mobile standard, GSM, and 2G took over the world.
Facing nine rival national networks, Europe agreed on a single pan-European digital standard, and GSM then spread to the rest of the world.

the move
Through the 1980s European countries ran several incompatible analog mobile networks, so a phone from one country was useless abroad and each national market was too small to justify a real manufacturing run. The problem was not the technology but the fragmentation.
In 1982 the Conference of European Posts and Telecommunications (CEPT) formed a group to design a common European mobile system, and by 1987 seventeen future operators from fifteen countries had agreed a specification and reserved the 900 MHz band. ETSI later carried the work, and GSM launched as 2G in 1991.
One radio and one protocol meant a phone could roam from France to Finland and a vendor could build a single device for the whole continent. GSM became the world's mainstream 2G standard, and the same path later produced 3G and the 3GPP process that still writes the world's mobile rules.
why it works
- A single specification collapsed every country's separate network into one interoperable market, so the whole continent adopted it at once.
- Reserving one 900 MHz band for GSM kept the standard from being diluted by competing national systems.
- One handset for all of Europe let vendors amortise cost across a huge market, which pushed device prices down.
- Roaming across borders made GSM the natural choice for travellers and for businesses that move people.

When a market is fractured by incompatible systems, the winning move is to converge on one open standard even if no single design is perfect, because interoperability unlocks the whole market.
what came after
GSM grew from a European project into the leading 2G standard, and its successor bodies wrote the 3G and 4G specifications most of the world now uses. The model - agree one common, open standard and let interoperability scale it - became the playbook for every later mobile generation.
