Urban Indian households throw away enormous volumes of usable clothing, utensils and furniture every year, while in rural India the same things are scarce enough that winter kills the underclothed. The standard charitable answer was distribution — collect the surplus, hand it out. Anshu Gupta started small: the Ramon Magsaysay Award citation dates the journey to 1999, when he and his wife contributed sixty-seven pieces of their own clothing; Goonj, the organisation he founded from it, is often dated 1998 — the record is imprecise about the exact start.
Distribution, Gupta saw, only treated the symptom. A free bundle of clothes warms one winter and does nothing about the broken well, the washed-out road or the school that needs repairing — and a gift that asks for nothing in return ranks the receiver beneath the giver. Goonj's own founding line is that giving must centre 'the receiver's dignity instead of the donor's pride.' The village's real poverty was not goods but cash for public works; its real wealth was labour with nothing to buy.
Recast donated surplus as a second currency: pay villagers in clothes and goods for work they choose, turning charity into earned wages and dignity.
Villages lacked cash for public works but had labor; cities had surplus goods but no use for them.
Paying in goods made the donated pile purchasing power, not a handout.
Payment followed work, so receiving became earning, preserving dignity.
Community-chosen work ensured the labor was visibly for everyone, making enforcement cheap.
When you want effort, pay in what you have, not what they need; recipients become participants.
Over a thousand such projects run every year across rural India; Goonj now works in 21 states and moves a million kg of material annually. Goonj grew into a movement working in twenty-one of India's twenty-nine states, processing over a million kilograms of material a year, with Cloth for Work as its core programme. In 2015 Anshu Gupta received the Ramon Magsaysay Award, cited for 'innovatively converting cloth into a development resource' — a standing rebuke to the distribution logic it replaced.
