India's FASTag made every bank an RFID toll-tag distributor and cut highway queues
NHAI's FASTag followed UPI's pattern: banks issued one interoperable tag, NPCI settled payments, every toll lane went digital — ~96% penetration.

The solution
India's national highways were throttled by cash toll plazas: vehicles stopped, queued and idled at hundreds of barriers. NHAI's FASTag programme, running since FY2016-17, set out to make toll payment happen while the vehicle was moving.
The design mirrored UPI. IHMCL certified 26 banks to issue FASTag RFID stickers and 12 banks to acquire toll transactions, with NPCI providing clearing and settlement. Tags were sold at toll plazas, 40,000+ bank point-of-sale locations, RTOs and online, and recharged through UPI, BBPS or net banking.
From midnight of 15/16 February 2021 every toll lane on national highways became a FASTag lane, and overall penetration reached approximately 96%. Toll revenue kept rising — ₹27,744 crore in FY2020-21 — while congestion and fuel-wasting idling at plazas fell.
The rail paid for itself: small percentages of each electronic transaction (1.50% issuer bank, 1.25% acquirer bank, 0.25% NPCI and 1% IHMCL until March 2021) funded the program, and collection agents were chosen by competitive bidding.
Why it worked
- Interoperable standards meant one tag worked at every plaza, unlike earlier proprietary toll cards.
- Banks did the distribution: branches, POS networks and apps put tags within reach of every vehicle owner.
- UPI and BBPS recharge made topping up as easy as paying any bill.
- Making every lane a FASTag lane from February 2021 created instant scale and habit.
What can be applied
Don't build a proprietary device network when banks already exist: FASTag made bank branches the tag distribution channel and NPCI the settlement hub — the open-rail pattern that made UPI ubiquitous.
Aftermath
FASTag became near-universal on national highways: penetration reached about 96% within days of the all-lane mandate in February 2021. The NETC programme remains the backbone of tolling — IHMCL runs it with NPCI as clearing house and 26 certified issuer banks, and it now underpins the push toward barrier-less, AI-based toll collection.
