The EU's Hydrogen Bank auctioned subsidies; winners bid just €0.37–0.48 per kg

the move
Green hydrogen faced a chicken-and-egg problem: producers would not build electrolysers without buyers, and buyers would not commit while production was unproven and costly. Governments had to decide how much subsidy to offer without knowing what was actually needed.
The European Commission's answer in 2022 was the European Hydrogen Bank — not a physical bank but an auction-based financing instrument. Instead of fixing a subsidy level, it invited producers to bid the premium per kilogram they needed, funded by emissions-trading revenues.
The first auction ran from November 2023 to February 2024 with a ceiling of €4.50/kg. It drew 132 bids for 8.5 GW of electrolyser capacity, and in April 2024 the Commission awarded nearly €720 million to seven projects across Spain, Portugal, Norway and Finland.
Winning bids ranged from €0.37 to €0.48 per kilogram — far below the ceiling and earlier cost estimates — for an expected 1.52 million tonnes of renewable hydrogen in the projects' first ten years, avoiding more than ten million tonnes of CO2.

A second auction closed in February 2025 offering €1.2 billion from ETS revenues, with Spain, Lithuania and Austria adding €700 million through an auction-as-a-service scheme; a third round in late 2025 awarded over €1 billion to nine projects. The design scaled from a pilot into the EU's standard way of buying hydrogen support.
