DHL Packstation moved parcel pickup into 24/7 lockers and solved failed deliveries
Tested from November 2001 in Dortmund and Mainz, DHL's parcel lockers became a German standard: 12,500+ Packstations and 23 million registered users by 2023.

the move
Failed home deliveries were the chronic cost of parcel logistics: drivers re-attempted, recipients waited, and nothing was open after hours. In mid-November 2001 Deutsche Post began testing 'Packstation' parcel machines with selected business customers in Dortmund and Mainz, extending to private customers in January 2002.
The machines sat in busy public places — 24-hour retail centres, stations and petrol stations — and notified recipients by SMS or email when a parcel was ready for collection; pickup and sending became possible around the clock without a counter.
After the pilot proved the whole process chain, DHL launched the service nationally in 2003, the first company in the German market to do so. By September 2023 there were more than 12,500 Packstations across Germany and over 23 million registered customers.
DHL estimates that a locker delivery saves on average about 30% CO2 versus a doorstep delivery, because one stop handles several dozen parcels at once — a rare case where the cheaper, more convenient option is also the greener one.

Packstation became the template copied worldwide — Amazon Lockers, InPost and others. DHL keeps expanding the network, and its 2023 anniversary press release reports more than 23 million registered users and over 12,500 machines.
