Farmers responded with standard security measures — locks, fencing, security cameras, neighborhood Farm Watch programs — but none of these addressed the actual reason thieves kept coming back: a functioning brass valve was worth real money at any scrap yard, so raising the difficulty of stealing it didn't eliminate the incentive, it just meant thieves needed a bit more effort or a different farm.

why it works
By replacing brass valves with plastic PVC equivalents that perform the same irrigation function but carry no scrap-metal resale value, Santos eliminated the thief's entire financial motive rather than raising the cost of access -- there's simply nothing to sell once the material itself is worthless to a scrap yard. Because the theft was driven entirely by resale economics rather than a need for the specific asset, substituting a functionally equivalent but valueless material solved the problem completely and permanently, without any of the ongoing cost or effort security measures would have required.

The valve theft stopped, without any additional spending on security, guarding or surveillance — the fix worked by removing the underlying incentive rather than raising the cost of access, and the approach has since been adopted by other California growers facing the same scrap-metal theft problem on their own irrigation systems.
where it breaks
This approach only works when a functionally equivalent, lower-value substitute genuinely exists for the targeted asset -- some infrastructure has no comparable alternative material, or the substitute performs meaningfully worse (here, PVC costs more upfront and wears out faster than brass), a tradeoff that has to be worth accepting in exchange for eliminating theft. It also only addresses theft driven specifically by resale value; an asset stolen for its actual function, out of malice, or for reasons unrelated to scrap value would keep being targeted even after a value-reducing substitution, since removing resale value does nothing to the thief's original motive in those cases.
