Canadian Pacific ran its railroad on a fixed optimized schedule and cut costs by C$500M

CPR replaced tonnage-based dispatching with a model-driven scheduled railroad, cutting its cost base by more than C$500M and winning the 2003 Edelman Award.

the move

North American freight railroads traditionally ran 'tonnage-based dispatching': trains depart only when enough traffic accumulates. That keeps trains full but wrecks crew, locomotive and equipment utilization and gives shippers unpredictable transit times — a real cost when customers need reliable service.

Canadian Pacific Railway switched to a scheduled railroad: every aspect of operations runs on a fixed schedule. Working with MultiModal Applied Systems, CPR built a model-driven operating plan — optimizing block design, train schedules, locomotive use and empty-car distribution with OR algorithms and simulation.

The plan saved $300 million Canadian (US$170 million) from mid-1999 through autumn 2000 and at least another $210 million Canadian in 2001–2002 in fuel and labor. Labor productivity rose 40%, locomotive productivity 35%, fuel consumption improved 17% and railcar velocity 41%; INFORMS gave CPR the 2003 Franz Edelman Award.

CPR's cost base fell by more than $285 million (Cdn$500 million) as the scheduled model took hold, and service reliability climbed to the point that shippers and industry associations began awarding CPR for delivery performance. The 2003 Edelman Award made the scheduled railroad a template for freight rail worldwide.
