Beaufort's wind scale won by describing wind's effects, so anyone could read it
In 1806 Francis Beaufort scaled wind by what it did to a ship's sails; the Royal Navy adopted it in 1838 and the world followed.

The solution
Francis Beaufort, an Irish-born Royal Navy officer who had been shipwrecked because of a faulty chart, was dissatisfied with vague terms like "moderate" and "cloudy" in naval logs. In 1806, commanding HMS Woolwich, he wrote a wind force scale into his diary: "nothing can carry a more uncertain idea of wind and weather than the old expressions."
His first scale had 13 forces; he revised it in 1807 to the familiar 0–12, and in 1810 added descriptions of each force's effect on a Royal Naval frigate — the first "impact scale." It described the effect of wind on sails rather than its speed, so no instrument was needed.
Beaufort persuaded the Royal Navy to adopt the scale, and in December 1838 the Admiralty ordered it for all RN logbooks. As British naval power influenced world shipping, other countries adopted the same scale.
Why it worked
- Any sailor could assign a number by looking at the sea and sails.
- One agreed scale made logbooks comparable across ships and years.
- Naval adoption gave it a global distribution channel.
- Later velocity equivalents (1926) connected it to instrumental measurement.
What can be applied
A measurement standard spreads when it can be applied by eye: anchor the scale to observable effects, and add instruments later.
Aftermath
The Beaufort scale remains in use today, especially in marine forecasting; wind maps now use knots, but Beaufort numbers still anchor the language of weather, and NOAA still publishes the scale.
