Rural electrification programs kept training the wrong people — the ones qualified enough to leave — so Barefoot College trained grandmothers instead

Rural electrification and appropriate-technology programs across the developing world routinely trained young, literate local men as solar technicians, on the reasonable assumption that literacy and technical aptitude were the right selection criteria for a skilled technical role. That approach had a predictable failure mode: once a young man held a technical certification, he had a credential that traveled — and cities offered better pay than a remote, off-grid village could, so trained technicians left for urban jobs shortly after certification, leaving the village's solar systems unmaintained once something broke.
Bunker Roy founded Barefoot College (originally the Social Work and Research Centre) in Tilonia, Rajasthan in 1972, and over subsequent decades the organization concluded that the standard selection criteria for technical training were solving for the wrong variable: not who could learn the material fastest, but who had no realistic path to leave the village once trained.
what everyone would do
The standard selection criteria for a technical training program were literacy and technical aptitude — pick the candidates most likely to learn the material fastest, which in most villages meant young, literate men. That's a reasonable-sounding standard for any training program, and it's exactly what rural electrification programs across the developing world used for years.
what they saw
Barefoot College saw that the failure wasn't happening inside the training, it was happening after it — the very credential that made a young man a good technician also made him employable in a city that paid better, so the population most 'qualified' on paper was also the population most likely to leave once qualified. The selection criterion that actually mattered wasn't who learns fastest, it was who has no realistic path to leave the village once trained.
the move
Barefoot College began deliberately recruiting rural grandmothers — typically women aged 35 to 50, often illiterate, with grown children and deep roots in their communities — and training them as solar engineers, on the reasoning that a credential is only useless to an employer elsewhere if the person holding it has no intention of leaving. Because participants often couldn't read a manual in any shared language, training relies entirely on color-coding, hand signals, pictorial diagrams and repetition rather than written instruction, letting women from dozens of different countries and languages train side by side.
why it works
Recruiting older rural women with grown children and deep community roots selects for people structurally unlikely to migrate for city work regardless of what skill they acquire, unlike young, mobile, literate men. Because many of these women couldn't read a manual in any shared language, training had to be redesigned entirely around color-coding, hand signals, pictorial diagrams and repetition — removing literacy as a barrier rather than treating it as a selection filter, and incidentally making the training portable across dozens of languages and countries at once. Because the trained women stay in their villages after certification, the community keeps its own maintenance capacity permanently instead of losing it to urban migration within a year or two, which fixes the actual problem — unmaintained solar systems once the technician leaves — at its root rather than trying to make rural technical work more attractive to a population that would likely leave anyway.
the payoff
Since 2000, roughly 1,600 'Solar Mamas' have been trained from 96 countries, solar-electrifying about 60,000 houses and saving an estimated 45 million liters of kerosene that would otherwise have been burned for lighting, with the Barefoot approach reaching remote villages across 25 countries in Africa, Asia and Latin America.
where it breaks
The approach only helps roles that genuinely need to be staffed permanently in one place — it offers no advantage for a role where spreading trained people outward to start similar operations elsewhere is actually the goal. It also depends on a locally rooted population existing that can be trained for the specific skill in the first place; some remote areas may lack a large enough pool with both the availability and capacity for the work. Redesigning the entire training methodology around a non-literate, multilingual population is a real upfront cost that a program using conventional recruiting and conventional written materials doesn't have to pay, and retention is reduced, not eliminated — trained community members can still leave for family circumstances, remarriage, or other reasons the selection criteria don't account for.
what came after
Barefoot College won the Ashden Award for renewable energy in 2003 and Bunker Roy received the Clinton Global Citizen Award in 2013, and the Solar Mamas model — training the person most rooted in a community rather than the person most conventionally credentialed — is now cited in rural-development and appropriate-technology literature as a reference case for solving technician-retention failures by changing the selection criteria rather than the training itself.
