background
Telephone calls in the 1880s were connected entirely by manual switchboard operators, who physically plugged a caller's line into the line of whichever business or person they asked for — a system that worked only as long as the operator connected callers to the number they actually requested. Almon Strowger, an undertaker in Kansas City, suspected that the wife of a rival undertaker, who worked the town's telephone exchange, was quietly routing callers who asked for 'the undertaker' to her husband's funeral home instead of his.
Strowger's complaints to the telephone company went nowhere — there was no way to audit or prove which calls a given operator had misrouted, and no incentive for the phone company to investigate an unverifiable claim against its own employee. The standard response to a suspected biased intermediary was appeal to authority, and that path was closed.
what everyone would do
The available response was to escalate through the existing system: complain to the phone company, ask for a different operator, appeal to management for oversight of the suspected operator's routing. That went nowhere because there was no way to audit which calls a given operator had actually connected where — an unverifiable claim against the company's own employee, with no incentive on the company's side to investigate it seriously.
what they saw
Strowger saw that the problem wasn't this particular operator, or even proving her bias — it was that ANY human sitting between a caller's request and the actual connection could, in principle, misroute it, with no way for the caller to ever know. Fixing the incentive of one gatekeeper, even if provable, would have left every other switchboard in the country with the same structural vulnerability. The real fix was removing the discretion-holding human from the call path entirely, for every call, not winning one dispute about one operator.
the move
Rather than continue appealing to the phone company, Strowger designed a mechanical switching system — first modeled with a round collar box and straight pins — that let a caller directly signal the desired number to a central switch using push-buttons, with a rotating arm mechanically connecting the line without any human operator touching the call at all. He filed for a US patent in 1889 (granted 1891, No. 447,918) and founded the Strowger Automatic Telephone Exchange Company, installing the first working system in La Porte, Indiana in 1892 — a system Strowger himself described as the 'girl-less, cuss-less' telephone.
why it works
A mechanical switch that connects calls purely by following the caller's own dialed pulses has no discretion to exercise and nothing to be bribed, favored, or careless about — the connection is determined entirely by what the caller signaled, with no step where a third party's judgment or incentive could substitute a different outcome. Because the mechanism enforces the correct routing structurally rather than asking a trusted party to do so honestly, it closes the vulnerability for every call it handles, permanently, rather than requiring ongoing vigilance, audits, or trust in whoever happens to be staffing the switchboard. This is why one undertaker's private grievance produced a fix that displaced human switchboard operators industry-wide, not just at his local exchange.
the payoff
The Strowger switch, later refined with the rotary dial, became standard equipment in telephone exchanges worldwide and remained the dominant switching technology globally until touch-tone dialing began replacing it in the late 1970s — roughly nine decades of continuous deployment stemming directly from one undertaker's attempt to remove a suspected biased gatekeeper from his own phone calls.
where it breaks
The fix only works when the task being automated is genuinely mechanical and fully specifiable by the input the requester provides — a phone number maps unambiguously to a connection, but many gatekeeping roles involve judgment calls (which applicant is qualified, which claim is valid) that can't be reduced to a deterministic rule without losing something real. It also only removes bias at the specific chokepoint being automated; if the bias could reenter elsewhere in the system (a corrupted directory, a rigged number assignment), automating the connection step alone wouldn't fix it. And building a reliable mechanical or algorithmic replacement is itself a nontrivial engineering problem — a rushed or poorly designed automated system can introduce new, less visible failure modes in place of the human bias it removed.

Strowger was inducted into the National Inventors Hall of Fame for the automatic telephone exchange, and the step-by-step switching principle he patented underlies the basic architecture of automated call routing that every subsequent telephone switching technology, mechanical or digital, built upon.
