For centuries the Dutch answer to a river threatening to overtop its banks was the same answer every flood-prone country reaches for: build the dike higher and stronger. That approach has a built-in flaw — a higher dike squeezes the same volume of floodwater through a narrower channel at greater speed and force, which raises the water level further downstream and eventually demands the next dike be built higher still, an arms race between rising water and rising walls with no natural end point.

In 1993 and again in 1995, the Rhine and Meuse rivers rose to levels that forced the evacuation of roughly 250,000 people and nearly a million livestock from the areas the dikes protected — without a single dike actually failing. That near-miss, twice in three years, made clear that simply continuing to raise the dikes was reaching its limits: engineers were running out of room to build the barriers any higher without undermining their own foundations.

the move

Room for the River, a national program launched in 2006, deliberately gave rivers more physical space instead of higher walls: relocating dikes further back from the riverbank to widen the floodplain, lowering floodplain surfaces that had built up with sediment over decades, digging new side channels and a flood bypass, and removing obstacles to flow — across roughly 40 measures on the Rhine, Meuse, Waal and IJssel rivers, engineered so the river branches could safely carry an outlet capacity of 16,000 cubic metres of water per second.

the payoff

The program ran from 2006 to 2015 at a cost of about €2.2 billion (roughly $3 billion), delivering measurably lower peak flood-water levels along the treated river branches by widening their capacity rather than raising their banks, and completing without another evacuation-scale flood event during or after construction.

what came after

Room for the River is now the internationally cited reference case for 'making room for water' flood policy, studied and partly replicated by flood agencies in the UK, Germany and the US Army Corps of Engineers, and the Netherlands has continued exporting the underlying approach — treat floodwater as something to accommodate, not just wall off — as part of its broader water-management consulting expertise.
