AXA covered domestic violence like a house fire by changing three words in a contract millions of people already had
the problem
A victim who needs to flee home immediately for safety has no financial mechanism to do it, because standard home insurance treats sudden displacement as something only physical disasters (fire, flood) cause
background
Home insurance policies routinely cover emergency relocation and rehousing when a fire, flood, or other physical disaster makes a home unsafe to live in — an already-built, already-funded mechanism triggered automatically once a covered peril is confirmed. Domestic violence produces exactly the same practical need — leave now, safely, with financial support to do it — but sat entirely outside that mechanism, because policy language defined the covered perils narrowly enough to exclude it. Building new support infrastructure for domestic-violence victims from scratch — a new fund, a new NGO partnership, a new product — is the default response, and it's slow, requires new funding, and reaches only whoever discovers the new program exists.
AXA France and Publicis Conseil instead edited the existing home-insurance contract language itself, adding the phrase 'and domestic violence' to the list of covered perils that trigger emergency relocation support. The insurance product, the claims process, the underwriting, and the funding mechanism already existed and already worked at scale — the change was definitional, not infrastructural.
the move
The three-word addition made domestic violence a recognized insured risk inside AXA France's existing home-insurance contracts, automatically extending two guarantees already built for physical disasters — up to 7 days of emergency rehousing (renewable) for the victim and any children, and legal, psychological and financial support from a team of 50 trained lawyers at AXA's legal-protection subsidiary Juridica — to domestic-violence victims, at no additional premium and with retroactive effect on policies already in force.
the payoff
The change applied automatically to AXA France's roughly 2.5 million existing home-insurance contracts the moment it took effect, requiring no policyholder to opt in, sign up, or even be aware the coverage existed until they needed it; by December 2025, the same 'Three Words' mechanism was extended to AXA's corporate health-insurance plans, covering roughly 3 million additional households, and the campaign won the Cannes Lions 2026 Grand Prix in Creative Effectiveness alongside AXA's Most Creative Brand of the Year honor at Cannes 2025.
what came after
'Three Words' is cited in insurance and advertising trade press as a model for solving a social problem through minimal contract redefinition rather than new-product creation — extending an already-funded, already-operating mechanism to a previously excluded population by changing what triggers it, rather than building parallel support infrastructure that would take years to reach comparable scale.
