Britain ran its war on imports — food, fuel, equipment — carried by thousands of scattered merchant ships across the Atlantic, each hunted by German U-boats. Protecting them individually was hopeless: spreading escorts to catch every raider made each ship barely defended, and there was no industrial shortcut to build enough warships before imports collapsed. The obvious fix — more escorts — was physically out of reach exactly when it was needed most.

So the Allies redefined the wrong variable. Instead of trying to make every ship safe, they treated the convoy — a group of forty to sixty merchantmen under a ring of escorts — as the unit to be protected.

what everyone would do

The obvious response was to add escorts until every merchantman was safe. But escorts were the very resource that could not be produced fast enough, so adding them merely re-stated the bottleneck rather than escaping it.

The Allies changed the protected unit, not the supply of protection. An escort defends a perimeter, not a hull, so one ring around forty ships guards forty hulls with nearly the same perimeter one ship would use.

the move

Merchant shipping was gathered into convoys of forty to sixty ships sailing in columns, each group covered by a handful of escorts. The US Navy's own anti-submarine doctrine stated the move plainly: since it was impossible to provide an escort for every individual ship, ships must sail in groups so that each group could be adequately escorted — a handful of escorts protecting dozens of hulls at once from one defended perimeter.

why it works

Escort defence scales with perimeter, not hull count. A destroyer sweeps a fixed circumference; surrounding one ship uses that circumference, surrounding forty uses nearly the same one. Regrouping therefore multiplies how many ships each finite escort serves, and it compounds by shrinking the attacker's search: forty grouped ships are one target cluster to find rather than forty, and a U-boat that reaches them must break a defended screen instead of sinking a lone hull. Losses fell on both sides of the ledger — independent traffic virtually vanished as a loss category while convoy losses fell too — exactly what a unit-of-account shift predicts.

Independent losses fell fivefold, 4.99M to 1.02M gross tons, and convoy losses fell despite more convoyed ships; regrouping won the Atlantic

where it breaks

1942 shows the boundary: when too few escorts screen too large a group, a convoy becomes a jumbo target, and convoy losses spiked past two million gross tons precisely because far more tonnage was concentrated and thinly guarded. The move fails when the group outgrows the defender's screen, when the attacker can mass overwhelming local force, or when the delays that grouping adds are fatal to the payload — convoy planners spent real effort trimming the waiting and zigzag time that regrouping introduced.

what came after

The convoy became standard doctrine for every Allied navy and for later wars; the same move, renamed as concentration and asset grouping, now underlies how logistics and IT systems defend many scarce-protected units with one shared boundary.
