By 2010, the U.S. holiday shopping calendar was already claimed: Black Friday belonged to big-box retail discounting, Cyber Monday belonged to e-commerce. Any advertiser buying into either occasion was fighting for a sliver of attention inside a message environment every competitor was already flooding, and neither occasion did anything for the merchant category American Express most needed to support during a recession-era credit crunch — small, independent local businesses that couldn't compete with big-box discount pricing.
Rather than book media inside Black Friday or Cyber Monday, American Express created a third day between them with no prior existence, partnering with the National Trust for Historic Preservation and Boston's mayor to launch it locally in Boston before taking it national — 'Small Business Saturday,' a shopping occasion whose entire premise was buying from small, independent merchants specifically, timed for the one weekend of the year already primed for consumer holiday spending.

Instead of running ads about card benefits, American Express manufactured a new occasion on the calendar itself and gave merchants free marketing materials, social tools and card-linked offers to promote it locally — positioning American Express as the day's sponsor and infrastructure rather than as an advertiser competing for attention within someone else's already-owned day.

The U.S. Senate unanimously passed a resolution supporting the day in 2011, all 50 states have officially participated, and consumer spending attributed to Small Business Saturday has been estimated at roughly $200 billion cumulatively since 2010 — a shopping occasion American Express originated now operating as a self-sustaining annual event promoted by the U.S. Small Business Administration independent of Amex's own marketing.

Small Business Saturday is a standard case study in marketing and brand-strategy literature for creating owned cultural occasions rather than buying into existing ones, and is credited with durably associating the American Express brand with small-business advocacy well beyond the original campaign's media run — the U.S. Small Business Administration now promotes the day as a matter of policy, not brand partnership.
