Ukraine's open-source Prozorro made procurement transparent enough to stop graft
An open-source, two-stage e-procurement platform plus a volunteer watchdog saved Ukraine almost $6bn in public funds.

After the 2014 uprising, Ukrainian civic activists and data experts decided to rebuild government procurement from the ground up.
They produced Prozorro, an open-source e-procurement platform, and Dozorro, a volunteer watchdog that analyses tender data and flags suspect deals.
Built with the EBRD and USAID, Prozorro removes much of the human discretion in awarding contracts, the space where graft lived.
The transparency also lets ordinary businesses see how to win, widening participation beyond connected insiders.

The cheapest anti-corruption sensor is not a bigger auditor: publish the whole transaction and let the public check the work.
后来呢
The US Strategy on Countering Corruption credited Prozorro with helping Ukraine save almost $6 billion in public funds since October 2017. The system kept functioning during the war with Russia, and continues to broaden private participation in state buying.
