Netherlands Railways rebuilt its timetable with OR and hit a record 87% punctuality

NS designed a new cyclic timetable with OR tools (CADANS, STATIONS, ROSA, TURNI), lifting on-time arrivals from 84.8% to 87.0% and adding €40M annual profit.

The Dutch timetable had not been redesigned since 1970, while passenger traffic grew from 8.0 billion to 15.4 billion passenger-kilometers by 2006. NS added more and longer trains to the old structure, but the system became overloaded and reliability fell, even as a sector report estimated new infrastructure would cost an extra €10 billion through 2020.

Operations researchers built the new timetable with four OR tools: CADANS constructs a one-hour cyclic timetable, STATIONS assigns platforms and routings, ROSA plans rolling stock circulation, and TURNI schedules drivers and conductors. The new timetable launched on December 10, 2006, replacing the 1970 structure entirely.

On-time performance — trains arriving within three minutes — rose from 84.8% in 2006 to an all-time high of 87.0% in 2007, passenger numbers grew 2% in the first half of 2007, and lines with the biggest improvements gained almost 15% more demand. The 2008 Edelman book adds that the timetable delivered an extra €40 million in annual profit in 2007, expected to reach €70 million.
