Jordan tied EU tariff-free access to refugee hiring
Jordan and the EU made tariff-free exports conditional on factories hiring Syrian refugees, turning trade access into a hiring incentive.

By 2016, Jordan hosted hundreds of thousands of refugees who had fled Syria's civil war, most of them barred from formal employment and working informally, illegally, or not at all — a population that was neither taxed nor legally protected, and whose presence strained Jordanian public services and host communities while donor countries covered humanitarian costs indefinitely with no path toward the refugees becoming economically self-sufficient.
At the February 2016 Supporting Syria and the Region conference in London, Jordan and its international partners negotiated the Jordan Compact: donors pledged financing (later reinforced by roughly $1.8 billion in additional pledges at a 2019 follow-up conference) in exchange for Jordan committing to expand legal work access for Syrian refugees, targeting 200,000 jobs.
Rather than route the arrangement purely through cash grants, the EU built its side of the deal into trade policy itself. In July 2016, the EU and Jordan agreed to relax the "rules of origin" that normally determine whether a Jordanian export qualifies for preferential access to European markets — factories in Jordan's Special Economic Zones could sell into the EU tariff-free specifically on the condition that a set share of their workforce, initially 15%, was Syrian refugees. The Jordan Compact became the reference model cited across refugee-policy literature for tying trade preferences directly to refugee labor-market inclusion, studied and partially replicated in later EU and World Bank discussions of refugee compacts, even as evaluators documented that its garment-sector job targets fell well short of the original ambitions.
