Denmark made firing easy and paid the fired to keep working

Denmark in 1994 made firing easy, paid the fired well, and pushed them back to work, cutting unemployment to 2.6%.

那一手

Most European labor markets in the early 1990s faced the same tension from opposite directions: countries with strong job-protection laws made it costly and legally risky for firms to lay off workers, which in turn made firms reluctant to hire in the first place, since taking someone on felt like an irreversible commitment. Countries that instead offered generous unemployment benefits without much pressure to actually seek work risked the opposite failure — benefits became a comfortable parking spot rather than a bridge back to employment, and unemployment could persist even as the labor marke

Facing an unemployment crisis in the early 1990s, Danish policymakers pursued neither path in isolation. The 1994 labor market reform, later reinforced in 1996, deliberately combined elements economists usually treat as opposing choices — flexibility for employers and security for workers — into what became known as the "golden triangle."

为什么管用

  • Easy firing removed firms' fear of irreversible hiring commitments.
  • Generous benefits made job loss survivable, reducing worker resistance.
  • Mandatory job-search and training kept benefits from becoming a parking spot.
  • The combination turned flexibility and security into complements, not tradeoffs.

可以搬走什么

When two goals seem to trade off, pair strong commitments to both sides instead of compromising on each.

后来呢

Denmark's unemployment rate fell to a historic low of 2.6% by 2022, backed by ALMP spending at 1.2% of GDP, 3x the OECD average. The "flexicurity" model became one of the most studied labor-market frameworks in the OECD and EU, cited as a reference point in the EU's own Lisbon Agenda labor-market strategy and repeatedly proposed as a template for other countries seeking to reconcile employer flexibility with worker security.
