背景

Windhoek, Namibia's capital, has no perennial river within 600 kilometers, high evaporation and recurring drought; the 1957 crisis forced severe restrictions, and every conventional option — new dams, long pipelines — was exhausted or uneconomic. The one water source the city owned outright and that grew with its population was its sewage.

After piloting from 1960, the city commissioned the world's first direct potable reuse plant at Goreangab in 1968: domestic sewage treated to drinking standard and blended straight into the network, initially up to 12 percent of daily demand. The plant was upgraded four times and replaced in 2002 by the New Goreangab plant (21,000 cubic meters a day), capped at 35 percent of supply, or 40 percent in emergencies.

It presumes continuous funding and skills for monitoring: a city that cannot maintain online instruments or retain operators should not run direct potable reuse. Blending caps require alternative sources to blend with. Industrial contamination of the sewage stream breaks the risk math. One publicized scare can collapse acceptance even if the water stays safe, and if cheap conventional water appears, the political constituency for reuse evaporates.
