Decades of anti-smoking messaging aimed at teenagers — warning labels, lectures about lung cancer, 'just say no' — had limited traction with the exact demographic tobacco companies had always courted, because teenagers primed to push back against adult authority tended to treat a warning from grown-ups as one more reason to smoke, not a reason to stop. The 1998 Master Settlement Agreement between US states and the major tobacco companies created a funding pool and a new organization, the American Legacy Foundation, charged with reducing youth smoking.
Rather than run another campaign lecturing teens about their own health, Legacy's truth campaign used the tobacco industry's own internal documents — made public by the settlement — to reframe smoking not as a personal risk but as something Big Tobacco corporations were manipulating them into for profit, giving rebellious teenagers a corporate target to rebel against instead of asking them to simply obey a health warning.
