background
Since its post-9/11 founding, TSA had screened every passenger with the same intensive process regardless of any information already known about them, on the premise that treating everyone identically was the only fair and secure approach. As passenger volume grew year over year, that uniform screening produced longer lines and more resource strain without any added security value from screening low-risk travelers as intensively as unknown ones.
Rather than ask for more checkpoint lanes, staff, or faster scanners, TSA piloted a risk-based approach starting in 2011: travelers who volunteered background information and passed a vetting check could be pre-classified as low-risk and given an expedited lane, freeing standard-lane resources to concentrate more fully on travelers TSA knew nothing about — solving the throughput problem by changing who needed full screening, not by screening faster.

The expected fix for growing security lines was more capacity: additional checkpoint lanes, more screening staff, faster scanning equipment, treating the bottleneck as a resourcing problem to be solved with proportionally more resources.

TSA PreCheck lets vetted travelers who pass a background check use a separate line with lighter screening — no removing shoes, laptops, or belts — while standard screening resources stay focused on unvetted travelers, splitting one uniform, high-cost process into a cheap fast lane and a fully resourced slow lane.
why it works
Pre-vetting a subset of travelers and routing them through lighter screening lets standard-lane resources concentrate fully on travelers TSA has no prior information about, which is where the actual security value of intensive screening lies. Because the fix changed which travelers needed the expensive process rather than trying to make the expensive process itself faster, it produced large aggregate wait-time savings without a proportional increase in staff or equipment.
the payoff
A Cincinnati study found PreCheck's median wait was 2.4 minutes versus 8.9 for standard lanes; enrollment passed 20 million by 2024.
where it breaks
It requires a reliable, low-cost vetting mechanism to sort travelers accurately, since a flawed background check undermines the entire premise that the fast lane is actually low-risk. It also depends on enough of the traveling population enrolling to meaningfully thin the standard lane — a program most travelers don't join delivers little aggregate benefit even if it works well for those who do.
what came after
PreCheck became the standard model for risk-based aviation security worldwide, expanded through partnerships like Global Entry and CLEAR, and is credited with letting US checkpoint throughput keep pace with rising air travel without proportional increases in screening staff.
