背景
When Estonia regained independence in 1991, it had almost no legacy government IT infrastructure to inherit or fight against — a blank slate that was also a problem, since each ministry that stood up digital systems through the 1990s built them independently, with incompatible formats and no shared way to exchange data. Citizens ended up re-entering the same birth date, address and ID details into tax authority forms, health system forms and municipal forms separately, and agencies had no reliable way to verify information another agency already held.
The conventional government-IT answer to fragmented systems is consolidation: build one central database, migrate every ministry's records into it, and put a single authority in charge of the merged whole. That approach creates a single point of failure and a single point of political and technical control that many ministries — and citizens wary of centralized state data — would resist, and merging live, differently-structured legacy systems is itself an enormous, risky undertaking that stalls for years in most countries that attempt it.

Estonia built X-Road, launched in 2001: not a central database but a secure decentralized exchange layer that lets each ministry's existing database stay exactly where it is, under its own agency's control, connected to every other database through standardized, encrypted, logged queries. Combined with a legal 'ask-once' principle, the state was barred from asking a citizen for information any agency already had on file — instead, an agency processing a request queries the data directly from whichever ministry already holds it, in real time, without ever copying it into a central pool.

Decentralization removes the two things that kill consolidation projects: no ministry has to give up its database, so there's no institutional turf fight, and there's no single merged repository to become a catastrophic security target or point of failure. The 'ask-once' rule then does the citizen-facing work — it's a legal commitment enforceable precisely because the technical plumbing (X-Road) makes compliance nearly free, so agencies have no excuse left to keep asking for data they can just query instead.

X-Road now connects several hundred organizations powering thousands of services, adopted as infrastructure by 20-plus countries.

It requires every connected ministry to maintain its own database to a reasonable security and uptime standard, since a query-based system is only as reliable as its weakest connected node. It also depends on a legal mandate with teeth — without the 'ask-once' rule forcing agencies to query rather than re-collect, the technical capability alone doesn't change bureaucratic habit.
后来呢
X-Road's decentralized 'ask-once' architecture became the reference model cited by digital-government researchers worldwide and, through the Nordic Institute for Interoperability Solutions co-owned by Estonia, Finland and Iceland, was released as open-source software adopted directly by other governments rather than merely studied as a case.
