One flag day put every network on TCP/IP and made the Internet

ARPANET ran on NCP, a protocol built for one closed network of research sites; it had no way to internetwork with the other packet networks the Defense Department was now running, and NCP packets were structurally incompatible with the new TCP/IP suite Cerf and Kahn had designed for exactly that job. A host speaking one protocol simply could not address a host speaking the other — there was no dual-mode fallback to fall back on.
The organisers set a hard deadline instead of a rolling one: every one of ARPANET's roughly 400 hosts, run by dozens of separately administered universities and labs, had to switch its software to TCP/IP by 1 January 1983. There was no phased coexistence option — it was a single "flag day" for the whole network at once, coordinated across the whole user community rather than site by site.

The cutover went more smoothly than feared — Vint Cerf later recalled the main emotion was relief, and "there were no grand celebrations, I can't even find a photograph" — with commemorative "I survived the TCP/IP switchover" pins as the only visible memento of the day the modern Internet's addressing layer went live. "Flag day" entered network-engineering vocabulary as the term for any hard, no-fallback protocol cutover; later transitions at internet scale, including the decades-long move to IPv6, have instead relied on slow dual-stack coexistence rather than repeat a single forced switch.
