CERN gave away the Web in 1993, and giving it away made it a standard.

Tim Berners-Lee proposed the World Wide Web at CERN in 1989 as a way for scientists to share information across many different machines and systems, and he built the first browser, server and pages. For it to spread, it had to reach people who were not at CERN.

On 30 April 1993 CERN's directors signed an internal statement putting the three components of the web software in the public domain: it relinquished all intellectual property rights in the code and granted anyone permission to use, duplicate, modify and redistribute it.

That single decision removed every licensing barrier. Anyone could stand up a server or write a browser without paying or asking, and because the protocol was minimal and open, the network of pages grew without coordinating with its creators.

Berners-Lee then left CERN to found the World Wide Web Consortium to keep the formats open and interoperable, and the Web grew into a global standard that today connects billions of people.

  • The public-domain release removed the need to negotiate rights before anyone could build on the Web.
  • Anyone could stand up a browser or a server, so growth was not gated by CERN's capacity to build it all.
  • A minimal, open HTTP and HTML meant a working client and server could be written by anyone.
